Benchmarking and improving QoS for TRAI across 200+ Cities in India

About the Client and the Background

  • TRAI is India’s telecom regulatory authority, responsible for setting and enforcing quality-of-service (QoS) standards.
  • To validate operator compliance, TRAI engages independent agencies to conduct large-scale network performance audits.
  • IMRB (the appointed agency) selected Innovis as its exclusive drive-test and QoS benchmarking partner.
  • The project covers 200+ cities, including major highways and railway routes, with 5–9 operators per technology (2G/3G/4G/VoLTE).

Objective of Innovis Engagement

  • Execute annual drive tests in all TRAI-mandated cities.
  • Collect and process network performance data across 2G, 3G, 4G and VoLTE.
  • Benchmark operator performance against TRAI-defined QoS KPIs.
  • Deliver city-wise detailed reports and gap analysis for each operator.
  • Provide insights to support regulatory actions and operator network improvement plans.

Innovis Approach

1. Data Capture

  • Zone-wise test planning covering metro, urban, semi-urban and key travel routes.
  • Drive testing across 200+ cities with 365 testing days annually.
  • Multi-technology testing for all active operators in each circle.
  • Tools used:
    • Drive Testing – NEMO, TEMS
    • Frequency/coverage mapping – Drive test scanners
    • Data processing – NEMO, Actix

2. Data Processing & Reporting

  • Processed large volumes of log files into standardised KPI datasets.
  • Generated city-level reports with voice and data KPIs:
    • Coverage, quality, call drop, call setup, throughput, latency etc.
  • Built comparative dashboards to benchmark operators against TRAI thresholds.

3. Gap Analysis & Operator Engagement

  • Identified coverage holes, QoS violations, and congestion hotspots.
  • Shared findings with IMRB and TRAI in structured formats.
  • Supported review meetings where operators were briefed on failures and required improvements.

The Outcome

  • 100,000+ sites benchmarked annually across India.
  • Consistent, independent view of real-world network quality for all major operators.
  • Enabled TRAI and IMRB to:
